    Summary

A plumbing company runs the same Google Ads campaign in Phoenix and in Milwaukee. The keywords, ads and landing pages are identical, but the bill is not: the Phoenix campaign pays far more for every click. Where an ad runs changes what it costs, sometimes more than what it says.

Cost per click, or CPC, is what an advertiser pays each time someone clicks its ad in Google's search results. Prices are set in an auction among the advertisers targeting each area, so the same search can cost more where competition is fierce and less where it is thin. National averages hide those local prices, and a budget built on them can buy far fewer clicks than planned.

Colorado is the most expensive of the 25 largest states. On the same keywords, a click there costs $13.05 against $10.49 nationally, a 24% premium. Arizona (+19%) and Florida (+11%) follow, while New York, often assumed to be the priciest ad market, is the cheapest at 13% below the national price.

    What we measured

In September 2026 we collected Google Ads Keyword Planner prices for 20,000 US keywords, once for the whole country and again with location targeting for each of the 25 largest US states, giving 364,984 state keyword prices. For each state we kept the keywords that have a price both in that state and nationally, and compared the state's average cost per click with the national average for those same keywords.

Cost per click is Google's estimate of the average price an advertiser pays for one click on an ad shown for that search. Because each state is compared with the national price of the same keywords, a state's percentage shows how much more or less a local advertiser pays for identical searches, not a difference in the mix of keywords.

    +24%
is how much more a Google Ads click costs in Colorado than the national price of the same keywords.

The expensive states are in the Mountain West and the Sun Belt. On the 14,167 keywords priced in Colorado, a click costs $13.05 against a national $10.49. Arizona pays $12.59 against $10.59 (+19%), Florida $11.85 against $10.72 (+11%) and Texas $11.86 against $10.97 (+8%). 12 of the 25 states pay more than the national price.

The gaps come from high-value keywords, such as injury law and home services, where local competition is intense. Within single industries the gaps are far larger than the state averages: plumbing clicks cost 115% more in Arizona than the national price, and personal injury law clicks cost 78% more in Louisiana.

New York is the cheapest large state

New York is the cheapest of the 25 states at $9.21 a click, 13.4% below the national price of the same keywords, and Wisconsin is next at $9.24, 8.9% below. Massachusetts, Ohio, Minnesota and Illinois each pay between 2% and 4% less than the national price.

New York's low price surprises people who assume the biggest city makes for the most expensive ad market. A state price covers every search across the state, not just its largest city, and on the same keywords New York advertisers pay less than the national price.

California costs about the same as the national average

California, often assumed to be the most expensive ad market in the country, is almost exactly at the national price: $10.90 a click against $10.81 for the same keywords, a gap of 0.8%. Most states cluster near the national price, with 19 of the 25 within 4% of it. The outliers are the handful of Mountain West and Sun Belt states at the top of the list and New York and Wisconsin at the bottom.

What this means for multi-location and regional advertisers

Do not copy a national cost-per-click benchmark into a state budget. If you advertise in Colorado, Arizona or Florida, plan for noticeably higher prices, and check your own industry, because plumbing and legal keywords swing far more than the average. The same budget buys about a fifth fewer clicks in Colorado than the national price suggests.

If you serve several states, let prices guide where the budget goes. When a lead is worth the same everywhere, cheaper states such as New York and Wisconsin deliver more of them per dollar, and separate campaigns or location bid adjustments per state let you act on that. A google ads agency that sets budgets from local click prices, not national averages, keeps your spend where it goes furthest.
