Summary
Someone facing a legal problem asks an AI assistant what to do next. On ChatGPT, the answer almost always comes with sources: the American Bar Association, a university law library, the federal courts. On Gemini, more than half the time it comes with none, and the reader has no way to check where the advice came from.
For law firms and legal publishers, the sources show what AI engines trust. A citation is the link an AI answer shows as its evidence, and it is one of the few ways an answer sends a reader onward. Knowing which websites win those citations, and which engine cites at all, shows a legal business where it can realistically appear.
Gemini cites no source in 52.5% of legal answers, against 1.4% for ChatGPT. Across the answers that do cite, americanbar.org leads at 14.7%, followed by Wikipedia at 12.2% and the Bureau of Labor Statistics at 7%, and the two engines lean on different websites: ChatGPT on institutions, Gemini on Wikipedia and Reddit.
What we measured
On September 23, 2026 we asked ChatGPT and Gemini 400 legal questions, each twice, as part of a wider study of AI sources across 12 industries. That gave 1,600 answers, 1,169 of which cited at least one source. Across them, AI cited 987 different websites.
A website's share is the percentage of sourced answers that cite it at least once, counting all pages from the same site together. We also sorted every citation by the kind of website behind it: government and education (.gov, .edu and .mil addresses), nonprofits and associations (.org), media and reference publishers, user-generated sites such as forums, social media and video platforms, and companies and other commercial websites. The same measures were taken for the other 11 industries.
The American Bar Association tops the legal source list
Institutions dominate the top of the list. After the American Bar Association come Wikipedia (12.2%), the Bureau of Labor Statistics (7%), Cornell University (6.6%), and cambridge.org (5.1%). The federal courts' uscourts.gov and the Justice Department's justice.gov also make the top 15. Legal directories rank lower: FindLaw is 7th at 4% and Justia 13th at 2.7%.

The list is spread thin. No website reaches one answer in six, and 987 different websites were cited in all. The most-cited sources are americanbar.org, wikipedia.org and bls.gov, alongside law schools and the reference sites that explain legal terms.
ChatGPT and Gemini cite different sites
ChatGPT cites a source in 98.6% of its legal answers, listing 2.5 websites on average. Gemini cites a source in 47.5%, though its sourced answers list 3 websites. Across both engines, 26.9% of legal answers cite nothing, almost all of them from Gemini.

When they do cite, the engines pick from different shelves. ChatGPT's leader is americanbar.org, in 20.5% of its sourced answers, followed by institutions such as Cornell and the Bureau of Labor Statistics. Gemini's leader is Wikipedia at 22.9%, and Reddit (14.7%) and YouTube (7.6%) rank high in its answers while barely registering in ChatGPT's. A legal publisher can be well placed on one engine and absent from the other.
How legal compares with other industries
Companies and other commercial websites take 45.5% of legal citations, nonprofits and associations (.org) 21.9%, and government and university websites 20.6%, which ranks legal 8th of 12 industries for official sources. User-generated content takes 3.8% of legal citations, the highest share of any industry studied but still small.

Legal answers are spread across many sources. Its top website reaches 14.7% of sourced answers, 7th of 12 industries and far below the 41.5% for nih.gov in fitness or 37.5% for usda.gov in recipes. In legal, no single website owns the answers, which leaves more room for specialist sources to be cited.
What this means for law firms and legal publishers
Legal answers lean on institutions: the bar association, courts, government agencies and law schools fill much of the top 15. Broad questions go to those sources, so aim at the specific ones: a state rule, a local court process, a filing deadline, a fee structure. Clear, dated answers to those, with the statute or court rule cited and linked, give an AI engine something it can use and credit.
Prioritize ChatGPT for citations, since it cites a source in 98.6% of legal answers, and watch Gemini differently: with no source in more than half its answers, being named in the text matters as much as being linked.
