    6.3% of .us Websites Load a Cookie Consent Tool vs 27.2% of German .de Sites

    6.3% of websites on .us domains load a cookie consent tool, the software behind "accept cookies" banners, about half the 12.6% rate on .com and a quarter of the 27.2% rate on German .de websites. Spanish websites lead at 33.6%.

    Summary

    Visit a shop's website from Madrid or Berlin and the first thing you see is a banner asking you to accept or reject cookies. Visit a similar shop's website from Ohio and there is often no banner at all. The difference is the law behind each website, and it shows up clearly in the code.

    A cookie consent tool is the software that shows that banner, records each visitor's choice and holds back tracking, such as advertising pixels, until the visitor agrees. In Europe, the GDPR and ePrivacy rules push commercial websites toward one. The US has no national cookie consent law, but several state privacy laws now give residents the right to opt out of tracking, and consent tools are one way to manage that.

    6.3% of websites on .us domains load a cookie consent tool, against 27.2% of German websites and 33.6% of Spanish ones, and 12.6% of .com websites, the ending many US businesses use.

    What we measured

    We used the September 2026 HTTP Archive, a public dataset that tests millions of websites every month and records the technologies installed on each homepage. We counted the 15,470,478 homepages loading any cookie consent product, such as CookieYes, OneTrust, Cookiebot, Complianz, Osano or Termly.

    We grouped websites by domain ending, the last part of a web address. The .us ending belongs to the United States, and we show .com, the most common ending worldwide and one many US businesses use, for comparison. Country endings stand for the UK (.uk), Canada (.ca), Australia (.au), Germany (.de), France (.fr) and Spain (.es).

    .us websites trail Europe by a wide margin

    Every European country ending is at least three times the .us rate: Spain at 33.6%, Germany at 27.2%, France at 23.2% and the UK at 20.7%, against 6.3% for .us. Canada, at 9.3%, sits between the US and Europe, and Australia is lowest at 3%.

    The .com rate of 12.6% mixes US and international websites, 810,230 of them with a consent tool, so it lands between the US and European figures. The pattern follows the law: the countries with the strictest consent rules have the most consent tools, and the English-speaking countries outside Europe have the fewest.

    What this means for US business owners

    Most US states do not have a general cookie banner rule, but state privacy laws are adding opt-out duties, especially for sites that run ad tracking pixels. Check with counsel on what applies to your business, particularly if you serve customers in states such as California.

    If you do add a consent tool, choose one that can behave differently by region and does not block the page for US visitors. A banner that covers the call to action on a phone costs leads, so keep it small and easy to dismiss. A website management plan can install and maintain the tool alongside your analytics and ad tracking, so the two stay in step.
