Summary
Open Google's Ads Transparency Center and look up two advertisers in the same auction: a national insurer and a local agent. The insurer has tens of thousands of ads on file, written for every state, product and customer type. The local agent has six. Both are bidding on some of the same searches.
That gap matters because the number of ads an advertiser runs reflects how much it tests. A brand with thousands of variations has already tried most of the angles a small advertiser is still guessing at. Knowing who sits at each end of the market tells a business what it is up against and where it can learn.

What we measured
On September 23, 2026 we recorded the number of ads on file for 5,919 advertisers showing Google ads in the US, using Google's Ads Transparency Center, the public library of every advertiser's ads. We ranked the advertisers by that count and summarized the top 100, the top 1% and the typical advertiser.
An ad on file is one ad version, or creative, that Google lists for the advertiser: a separate text ad, image or video. The Transparency Center displays counts up to 100,000, so an advertiser at that figure has at least that many. The typical advertiser is the median: half have more ads on file, half have fewer.
National insurers and health systems run the most ads
State Farm sits at the Transparency Center's display limit, ahead of Zillow at 80,000 and CARFAX at 40,000. Health systems take several of the next places: Adventist Health System/Sunbelt at 20,000, Intermountain Health at 10,000, Dignity Health at 9,000 and Sanford Health at 7,000.

Insurance and health care fill most of the 25 most active advertisers. Liberty Mutual, Amica and GEICO appear there, alongside health systems such as Providence, Advocate Health Care and Corewell Health. These organizations share a structure that multiplies ads: many locations, many products and many states, each needing its own wording, and automated formats that generate variations for every combination.
The typical advertiser runs a handful of ads
At the other end, the median advertiser has 6 ads on file, and 65% have 10 or fewer. That is the profile of a local business running one or two search campaigns with a few ads each.
For these advertisers, every ad carries more weight. With six ads, each one is shown across every search its campaign enters, so a weak headline or an outdated offer is seen by nearly everyone who sees the business at all. A national brand can bury a bad variation among thousands; a small advertiser cannot.
The top 1% run hundreds of ads each
The top 1% of advertisers, 59 companies, starts at 800 ads on file. Among the 100 most active advertisers the median is 950 and the mean is 3,724, almost four times the median, because a few giants such as State Farm and Zillow pull the average up.

The distance between the middle and the top is what makes the market lopsided. The median of the top 100 is more than 150 times the typical advertiser's count, so a small business bidding against a national brand faces an opponent that has tested far more messages than it ever will.
What this means for small and mid-size advertisers
You do not need hundreds of ads to compete. Nearly two in three advertisers run 10 or fewer. What matters is that each ad group has headlines that match its searches, and that you replace the weakest ad on a regular schedule so the handful you run keeps improving.
If you compete with national brands, study their ads in the Transparency Center. With thousands of versions, they have already tested offers, guarantees and calls to action you can learn from, and you can look for local angles they are not covering, such as your town, your response time or your owner's name.
